there deck joist on the underside of the decking, which leaves me to believe open air space, my question is more about drainage under the deck. Is there a French drain or catch basins to divert the water from collecting and causing algae growth or mosquito haven areas... Or even an increase of wood rot

yes it is a gunite pool. That is blue stone coping where it meets the wood deck.

what kinda wood decking is that ?
It is wise to have a protective sealant brushed on your wood before the harsh winter/summer set in. If your deck gets a lot of sun exposure, consider using a wood sealant that has a UV protection agents inside. Wood sealants that are clear usually don't have UV
protect wood decks or other structures exposed to severe heat and sun exposure, use an acrylic stain with transparent iron oxide or opaque pigments

The deck is not waterproofed to shed water beneath. We have done details for similar situations where we have had a screen porch or finished room below a deck or patio. We have used a membrane similar to a normal "flat" roof under a deck, but the final product would depend on design, cost and climate

Did this Ipe deck experience cupping and unevenness?
for a deck. You just want to be mindful that whatever you choose is not creating more labor (which ups the cost) than would be required for the other option. In short don't put a patio where a deck should be or vice versa. Good luck and have fun

small deck that serves more as an entry point into the house - I love it, too. It's size was small enough that I chose IPE wood with metal railings to minimize upkeep. I guess it depends on where you are putting it.
