Is your horsetail reed in water?
I'm doing a wall very similar to this one, and want horsetail reed -- is yours in water? Would putting pond liner and rocks under horsetail reed work?
It does not have to be in water, but it is locked in by the concrete so that it doesn't escape, which is more important.
