I cut them back the woody areas were larger than the flowering areas - what did I do wrong?

Looks like it could be a bush as well. I'm in zone 10 and looking for a white flowering bush that isn't poisonous to the animals.

The dark blue flowers are Salvia 'May Night'. The light blue are Nepeta 'Walker's Low' and the chartreuse plant is Alchemilla Mollis or Lady's Mantle is the more common name. they are hardy to Zone 3 and are all perennial. I have done well with
