We made a form for each step and then poured them with concrete. We tied them into the concrete block wall as it was being built and used the steel pickets to lag bolt through the steps.

Are those regular concrete cinder blocks on the side? The color and texture look a little different. Are the steps poured concret? it's a nice combination. The cap on the wall is a nice clean finish. thanks
standard concrete blocks and cap using 4" high block for a slimmer look. The block wall is sand blasted upon completion with coarse sand to reveal the aggregate and add texture. The steps are poured in place sand finished uncolored concrete.

how far does the concrete sub stair go into the ground? Also, is it a differerent color than the bicast top?

It's board-formed cast in place concrete.
The sub-stairs are a continuous monolithic pour - pretty much what you'd do for a typical concrete staircase. I don't have access right now to the construction drawings
The concrete sub-stair goes below the frost line (which is 16" in Seattle). Both the base and finish treads are natural gray concrete, but end up with slightly different color because of the differences in concrete batches & mixes and the finish of the formwork
