A step ladder or extending squeegie would work just fine. You only really get dust up there, because no one will be in physical contact with the surface. If you don't need a sound barrier, you could use open shelving or a lattice-like frame structure that could add some visual interest
Glass up that high is a little harder to clean, but it also is high enough that it doesn't get a lot of handprints, dog noses or other contact that makes it need cleaning as often as a window lower in the wall. I think you can probably clean it with an extension tool pretty easily.
