Help with bathroom countertop

I just moved into a 1940s bungalow in Palo Alto. The bathroom hasn't been updated since the sixties, and it looks like the counters were painted with black paint. I'm a renter, but would like to improve the countertop. I like the black paint, but I think it needs to be redone. What recommendation should I make to my landlord? Should the current paint job be sanded and repainted? I've never seen a countertop painted before...
