raised home needs landscape idea

As a result of Superstorm Sandy the need to elevate our home was top priority on the "to do list".
The raised house was put on cinderblocks with a stucco finish. The walls scream the need for something to soften it up and take the bareness away.. Our soil is mostly clay and pre storm we had several tons of stones laid in place of a lawn. The elevation has used most of our budget so we are looking for an economical way to spruce up the front of the house. Any suggestions would be helpful.
