This is a Susan Sargent rug. She's from Maine. This rug is called Red Paisley. Susan used to have an online presence, but closed her studio down about 2 years ago. She has relaunched, but no longer sells the rugs. The Red Paisley rug appears on this webpage, but it doesn't appear to be for sale. http://susansargent.com/rugs.html
You may find her rugs via Ebay or Craig's List in your area. Good luck!
