Hi, mansard roofs can be difficult especially if you don't like them! Yours doesn't look like a nicely finished one either, sorry!. There are only two dormers in front, three would look better. You did say you are getting new windows so that would help. As far as painting brick, I don't think you would get much better of a look because the roof is so dark. A light painted brick would emphasize the roof more. I suggest using a darker trim colour so there is less contrast with the roof. Probably a tan that a bit lighter then the brick. Then do whatever you can to bring the eye to the bottom portion of the house like nice stone steps and walkway, new door with a portico (see pic below), and landscaping and garden lighting. I don't recommend shutters on a wide window as shutters need to look like they would cover a window when closed. A window box planter would be good though.
