Looking to see if I can create a function for this tiny space which is outside the door of a basement kitchen.

I built a deck above, so its not only dark but wet when it rains. I would like to pretty up this area (besides cleaning it which I will do) and maybe give this area a function.

Also, the color of the walls and steps are now this ugly burgundy where a stupid waterproofing company painted it that color trying to convince me it was waterproofing paint and would help prevent water from entering the basement (the apartment used to flood when rained heavy and I could not for the life of me figure out where the water's entry point was. And of which I've since narrowed that down).

So, ONE: any suggestions on how to keep this area dry (i.e. corrogated plastic adhered to under the deck? And TWO: any suggestions on how I can possibly give this space a function and/or make this space pretty (besides a good powerwash?) Thanks.
