Stairs now carpeted--too much wear. Tile would be lower maintainance but overhang might present a problem for installing tile. Plus the stair are wood underneath and would need reinforcement for tile. A half-and-half situation might solve that problem. Thoughts?

Tile might be a tad more slippery depending on the texture of the tile. If you want tile treads you need 1/4" Hardy Board screwed down first. I would still use a wood bullnose edge on each tread then tile the tread . Might be a nice look.

Remember what every you do to change the height of the steps by adding to the top of the tread has by code must be added to the floor at the top of the stair. The added height itself may put the rise in violation of code if the rise exceeds 8". I would consider routing the major portion of the tread area by 1/16th of an inch and inlay a textured laminate of plastic or metal.

Not sure you understand what your saying. By adding flooring to the bottom floor and then each tread all remains equal. Keep a tile tread the same thickness as your bottom floor surface heigth and you achieve the same thing.
