Is this New England fieldstone stone dry stacked or mortared?

The stone is, as you noted, New England field stone. The installation method was mortared, with raked out, to give the impression of the dry stack wall. The stone is attached to the frame of the house.
You are correct in the terms and the projects use of a mortared stone facade.
