I think I would like to see the bottom part as painted white with applied molding frames and the top part in a color close to your floor color, I think it would provide a nice contrast, add a floral rug with a third color.

I think richness, more than color, may be your answer. Update the lighting, ground the room with a rug (make sure is it 4 feet wider and longer than your table,) rich fabric for drapes, trim treatment on wainscot (or textured wallpaper,) new upholstery on the chair seats (you could even slipcover them,) and art on the walls.

Red would be great with your floor and dining suite and with your wall colour. As Wendi says it is a wonderful colour for a dining room. A red and cream combination in curtains, rug and artwork would lift really lift the room.

Start the color ball rolling by selecting your rug and side panels for the windows.

I actually think your large window needs some shrinking,! Do this by hanging the window panels so they cover a portion of each side of the window.

I think a wallpaper on the bottom portion of your walls would look great. With your table I would select a textured grass cloth, a brown with some sheen. Then I think all you need is some art for the walls and a few accessories for your table.

You really have a blank slate here so any color will go. I suggest finding some artwork that you love, or a new rug. From there you can pull out little accent colors.
