Are those tie-backs the drapes are hanging from? And what would be the tie?

They are made for hanging drapery like that, they are called rosettes with posts. The drapery has a loop at the top that they hang from. Most drapery hardware companies have the rosettes/posts.

looks like Kirsch Hardware's Metal Accessories. Various types of rosettes and various sizes. JC Penney's has these.
