Trying to copy porch railing from a Houzz photo, can't figure size of balusters

The photo is from the "NC Coastal Beach House" by Dan Duffy. He has made a clever porch railing using diagonal X's combined with square balusters, and incorporated cable railing (to meet code requirements).

My question is--are the balusters and the diagonal X's both made from 2X4's or are the X's 2x4 and the balusters 2x2 in the lower porch railing. The X's have to be 2x4 to use the cable railing, which I must do to meet code.

If the balusters are 2x2 and the X's are 2x4, do you center the smaller width baluster, or bring it out even with the outside edge of the 2x4 X's, leaving all of the uneven-ness on the inside?

I decided to use 2x6's ripped in half for all the balusters and X's, it looks very good, thanks for checking in.
