Small room with low ceiling and one small window. What can I do to make it seem larger?

Without seeing the window, it's hard to be specific. But typcially, you would mount your curtain rod close to the ceiling and about 12" wider than the window. Under these, you would install on oversided woven wood blind. Here is an example of what I'm talking about. Scroll over image to see entire drawing.

A white shutter can also be made larger by using frames created for the shutter.
