Bathroom issues!

We have two different materials on our walls. On the top is a form of vinyl, and the bottom is like laminate. An suggestions to whether or not painting is an option? And then if not, what is recommended?

I would remove both materials and place tile in wet areas and drywall in other places, or continue the tile throughout the bathroom, as you desire. The only areas where you must have tile in a bath are in a shower or around a tub. Otherwise it is optional.
