Do these chairs look like they can be painted to a light color?

Now a days almost anything can be painted....metal, plastic, tile, etc. Just make sure to research on how to prepare the surface properly...primer, sanding, etc. Good luck! :) BTW, look under the chairs on where you can remove the seat cushions BEFORE painting! Maybe look into recovering the seat fabric too, if you want to switch to a new color! :)

Anyone have any idea more specifically what kind of job this would be?

I agree with above, I think the fabric is throwing the look off. Try placing a lighter color on the chair. Painting chairs is tricky, if you could spray them it would be better than brushing. It takes a bit of practice so the paint doesn't run. And like mentioned above prep is key and choosing the right paint for the chair's material.
