How can I keep shutter slats open to a certain position??

The tension control doesn't not seem to work, the slats are heavy and always end up in a closed position. Does anyone know a trick to keeping the slats open at a certain point?

Blue tack !! Or chewing gum for a more permanent way !! ( learned by accident ! Don't ask !!!! )

I actually tried blue tack but the weight of the slat eventually caused the blue to slowly fail... Any other ideas?
