Is the inner rectangle 4 1/2" narrower on all 4 sides? Seems like different width in the pix...

Yes, the inner step is 4 1/2" narrower than the outer step along all four sides. Any differences that appear in the photograph are an optical illusion. Thank you for your question, and good luck with your project!
