Exterior shutter question

I am remodeling and would like to use real, working shutters on my windows. We live in New York, and cannot have open windows without screens, just way too many bugs get in. I"m trying to figure out how you could access the shutters with a window screen in the way. Also, this is a second floor and I have children to keep from falling out. Help!

Take a look at these window screens that are retractable from the inside. You could open and close them as needed. http://www.phantomscreens.com/products/window/serene/product-details/
