Not sure what treatment too use for a high stairwell window

First instinct: Place a shelf at the sill of the inset area of the window- load it up with cool stuff to look at as you come down the stairs. Also, the inset is not doing you any favors- it is forcing you to want to put something in the area below the window sill- a shelf helps negate that issue. Also breaks up the vertical, that is another toughie since the window interrupts a potential blank wall to play with.

Second instinct: install a wood screen of vertical slats in front of the window above the door that will filter the light and positively accentuate the verticality of the space.

Lastly, consider painting the door frame to match the wall.

Not sure what the exterior of the house looks like but too bad you can't change out the plain window for something more interesting with maybe a decorative frosted or stained glass design. This ordinary window does not take advantage of the focal point space that it occupies. It has the potential to be so much more.

I would paint the inset in a different colour. That's it :-)

I'd get some grid on the glass (instead of that one thick vertical line on the glass). Then I'd hang a glamorous chandelier in front of the window. They look great from outside when lit. :-)
