Can you tell me what type of pool this is and how I can find out more on handicap accessible pools?

Kipnis Architecture + Planning
Fortunately, accessible pool design will become more common in commercial applications in the very near future. The 2010 ADA Standards for Accessible Design now has more stringent and detailed requirements for pool access than previous versions. Many buildings in the hospitality industry are incorporating zero depth entry systems; either with lifts or various sloped entry submerged depth systems (ramps).

This handicap pool is a full poured concrete pool with an hydraulic handrail that goes up and down the ramp. If you would like more information on this pool or other handicap accessible pools I would recommend speaking with Randall Pools.
