Upper deck

We have an upper deck where the boards have a 1/2 in space between them along with a lower deck of the same structure. Our problem is that we are on a hillside and when it rains the water runs through those spaces down below the deck creating sometimes a massive run-off. We have an under ground system to re-direct some of the water but of course not all. We are looking to slope the upper-deck by putting down plywood at a incline over the planks...(not removing the planks). My concern is weight on the deck and what to actually cover the plywood with that would not be too costly. This is a must do project, so if you have any suggestions we would greatly appreciate.

Putting more weight on the deck might be an issue the other thing I would suggest contact a deck coating company and get some quotes
