Is the cedar fence cut to different ground levels so it is not buried?

I'm wondering if the cedar fence is basically used as the backside retaining wall. Did you do anything so that dirt does not sit on wood?

I think the photo might not be easy to read in this case. Brown color (copper finish) pressure treated wood was used as the small retaining wall on the level above the first concrete terrace so that the wood doesn't deteriorate over time.
