Succulents are excellent- they need little water and love the sun. Hang a planter box on the wall to create height. Hillside Medeterranean 03 (Design by Bernard Trainor & Associates) Cedar-Isles Hanging Bag Planter

Once you have decided on the mini trees think rosemary, thyme and miniature oregano to fill in the gaps. Dual purpose Mediterranean decorative herbs

A dwarf lime (or lemon) tree would be perfect. Lemonade (or lime for margaritas!).

A "Cupressus sempervirens 'Monshel' P.P. #12,933 Tiny Tower"(from Monrovia) or "Pittosporum Silver Sheen" could work for your space because they can be topped and only get 3' wide eventually and so would not encroach on the walk. If you need more help with plant material I live in Southern CA and can help..just email me.
