put a laminate or wood floor over a tile floor

Are you asking should you do this? My answer would be no. Building up various layers of flooring causes a variety of issues with the moldings and how everything fits, the impact on cabinetry and appliance heights if in a kitchen area and whether you can even get the floor to adhere to the tile. We always strip out floors and start over.
