Paint is peeling after removal of the wallpaper. Too much moisture in the small bath. Fan doesn't seem to help. Do I re-wallpaper or paint with a certain type of paint?

Did you thoroughly clean the walls after removing the wallpaper and before priming / painting?

Propably had some adhesive or sizing residue left over. Wash down walls with TSP and maybe a light run of fine sandpaper, wipe down with damp cloth to remove all dust, then prime and paint.

I am sure you have paste residue. Using Warm water and "DIF" remover is good. Hot water and fabric softener is a good option too.
when painting a small room , you may end up with massive amounts of moisture on walls and windows due to evaporation of the drying paint. air movement is key and a dehumidifier would help.
If you know that you have an exhaust fan that is not really beneficial to your room, I would suggest using Benjamin Moore Bath And Spa paint. It is specifically made for high humidity and moist areas. It has a mildewcide in the product so no fungus can grow in or on it.
Good luck!
