Movable landscape privacy panels with flower box at bottom needed

I have new renters next door (the only ones on the court) who insist on storing large garbge and recycle bins next to their unit facing mine. Really? I've seen tall, white, movable landscape panels with flower boxes at the bottom but can't remember where I've seen them for sale. They would provide a flexible barrier and an optimal solution. Any suggestions where I can find them?
