10feet tall walls with light paneling and a shell border and blue paint on bottom part of it.
I am at a lost as to what to do to it.

please get rid of the wallpaper border. As for the wood panelling , can you strip it off? I would opt to strip it off, but if you cannot paint over it. I would put curtain rods much higher than they are now to make the windows look taller

Strip off the silly border and paint the panelling the color of your choice. It will look fine. New curtains are needed as well.

If you can pull the paneling off, I think that would be your best bet. If not, strip the border, add a piece of molding to the bottom of the paneling and trim the windows with some great white molding. Curtains will help finish it off perfect! Good luck!

Do it once, and do it correctly! It all needs to go. This is part DIY, and pro. Try removing the border yourself. If layers of paper from sheetrock, or what ever the wall is made of start coming off, stop and call a pro. Same with the paneling. If your able to remove everything your self, call a pro to skim coat the room and get it paint ready. If there's popcorn on the ceiling, might as well have the pro deal with that as well. Don't deal with the popcorn yourself, it could have asbestos.

Simple answer: ditch it. Get someone in to do a proper job.....strip that tragic mishmash and redo the room. Your grandchildren will thank you!
