I am building a new home. I want to use radiant heat but am not sure what floor to lay over it. Concrete floors are suggested in most articles I have read, but not sure i can live with the cracking. What is the next best thing?

Most conventional flooring could be laid on top of radiant heating such as engineered hardwood or tiles. Just be aware it wouldn't be as energy compared to concrete.
