help shower floor

I have a project underway shower remodel. Shower was in fine condition client wants to up the tile/look. Contractor says the shower floor doesn't need to come out. He wants to put new tile over the existing tile shower. Doesn't see right to me. HELP! Is this customary? News to me.

Level Team Contracting
I have seen it done several times in the past without problems. It can save some significant money since the shower pan and liner doesn't have to be replaced. A couple things to keep in mind: the finished height of the floor will be higher and future demolition will be more difficult with two layers of tile.
