hi we are doing our entry way and have put in ceramic tile and now I want to do the paneling that you see a lot right now but I'm not sure how high to take it... I would like a narrow shelf on top to place pictures or holiday items on... I have high ceilings but dont want to take the panels to high...

If you are doing photos I would do the ledge at a comfortable eye level. Wainscoting should be customized for your space. Do a houzz and google search for heights and styles. You can get a perspective on how high it is in relation to the doors in the photos. The first picture looks like a good height for photos.

Between 3 to 4 feet high depending on the height of the ceiling.

It mostly depends on how big the items you want to put on top of it are and if you want them to be the main focal point or not. http://www.houzz.com/%22plate-rail%22

Sure. Notice how the art is centered between the top of the door casing and the plate rail. You will need to decide what the maximum art size you want to display will be. Or a comfortable height for coat hooks and just get art that fits.
