Sealing An Enclosed Patio

My parents have an enclosed patio, and the walls thereof were built simply upon the concrete pad, and water leaks in underneath the walls. What would be recommended ways to seal the bottom of those walls on the outside, then put a covering of siding over the top, or some other thing? Any suggestions would be much appreciated.

If the grade is above the pad, the only water getting to that point would be driven rain. I would look at the grade first. Make sure the dirt does not allow the yard water to run there. Creating a seal can be done with a rubberized product with an adhesive back. Here is one such product http://www.na.graceconstruction.com/prodline.cfm?did=26
