Can the color of hardwood floor be changed ? Also what are the approx costs of polishing hardwood floor in Bay Area ?

Hardwood can be sanded down. And re-stained to a new color, you will have to stay off floors for a few days.
I have no idea of pricing in your area.
Call some hardwood flooring places in your area for estimates.
Be prepared to give them the sq. footage of the area to be refinished.

You can but it's easier to go darker and the type of wood you have limits you somewhat. Visit a paint store and see the stain colors. They can also be specially mixed. Bay Area sounds expensive but get bids. You'll probably want a urethane coating to seal and make floors water resistant.

Are your floors scratched or worn in places? It would be easier to screen them and reapply top coat than to sand down to the wood and start all over. It's a smelly process but you'll get the best results from sanding.

There are a lot of variables that are entailed.
You'll need to ascertain:
How old the floor is.
Solid or engineered?

If it's solid... you may have (being in the Bay Area) a top-nailed floor, which depending on age & previous "re-finishes" may not be able to withstand another go around. Solid T&G flooring gives more leeway.

If it's engineered... the "less expensive" mass produced varieties almost NEVER allow the option to refinish (successfully)... the face (top) layer is typically 2mm (or less) thick and doesn't have enough material to work with.
Some of the BETTER engineered products, have heavier wear layers (top)... 4, 5, or even 6+ mm.
These will afford more useable hardwood to work with, depending on the style of finish you're starting out with.
