how to connect two seperate roofs that are different levels

There are two seperate roofs at different levels that need to be connected with something that will let light in, but made from a material that will be weather proof

It sounds like you are describing a "breezeway".....? You can build a standard wood framed roof structure and then top it with an acrylic material. If it is a large area you can install skylights surrounded by the roofing shingles...drainage is very important, for the new roof and the old, including where the water goes once it rolls off the roof. It would be helpful to get a local architect and / or a contractor with design skills to help you work this out.

Another idea is to fabricate a lightweight tent like structure with curved metal pieces that sit on top of each roof. I can see an arched vaulted structure covered with a waterproof lightweight tent fabric that allows light to pass through....
