How do you get a two-story drapery panel to be of uniform width?

Though I have a two story window to dress, I want straight panels and don't like when they are narrower at the rod and get wider at the bottom. Secondly, but I think related, physics-wise: I've been told the weight of the fabric will stretch them. So hem just above floor anticipating a break? or -just- hit the floor or break to bear some weight? Does that work? Thank you!

You can avoid the flaring out of drapery panels by using a stiffer weight fabric and then having the hem tacked along the back side with chain and grip. If you let them touch the floor in any way, they will flare out. Sometimes the weight will stretch the fabric - you can consider adding additional support on the back side of the drapery panel midway down.
