What are your thoughts, paint the larger chandelier black or another color and switch to my dining room with the silver ceiling. And then switch the smaller one into the kitchen?

The smaller one looks more like a foyer fixture, and not for the kitchen. The larger one could certainly be painted black with touches of silver for your dining room. It will need a longer chain so that it can hang 30 to 36" above the table, which makes it 60 to 66" above the floor.
