Hi! I didn't make it but it could just be trex like material which you heat in a concrete tube form with a blast heater so it bends and then you stake it...or it's just plywood that's been dampened and staked.

I used something called wacky wood. It's a large sheet of a very bendable plywood. Cut it into strips and staked it into the ground.
