What kind of basin and recirculation mechanism is under those pots? I'd love to add something
something like this to my garden/patio, but I'm unsure how the water recirculates in this feature.
Fountain -- Can you tell me if there are 3 pumps under these pots or one with a 3-way branch device? what size pump was used for this (beautiful) group of bubblers?
If you live in a climate with freezing winter temperatures , you can either remove the pots and store them for the winter or cover them with a heavy tarp.

Looking at the tiny picture on my phone I am going to say its some silver mound artemesia trailing out of that pot. Silver mound gets a little leggy in the shade, which looks to be the case here.
