The grass in this photo is Miscanthus sinensis 'Morning Light'. The zones are 5, 6, 7, 8, 9, 10.
The plants in this photo are Japanese Silver Grass, English Lavender, and Lamb's Ear.

Grass is Japanese silver grass which is drought tolerant. It may also be known as miscanthus sine sis " Mormon light"
