cool. Why not extend glass to the ceiling of 2nd floor between stairwell and bathroom above?

Accessing the stairs from 2 sides is efficient. Would this work for us? Do we have the space for it? Are we allowed under the building code to not have a railing for the two lowest steps to a landing? If so, this would let us start the glass railing that abuts the hallway back from the landing and up to 2 steps. There would be less glass overall, and the stairwell would feel more open. Please advise if this might work for us...or not.
