I wish I could answer that for you but I was just hired for the photos and don't have the background on the home.
Can do upstairs balcony like this with more colour, pictures, Turkish/Moroccan tiles mosaic on the wall etc.
trailing plants like ivy, petunias, calibrachoa and sweet potato vine to cover the plastic pot, and I remove the plastic hangers and replace them with decorative chains. Just a few minor tweaks can turn a pedestrian plastic pot into something more attractive.

It looks to me that the base is made from a decorative strip of wood (in this case the wave pattern) added on top of a normal baseboard. May be custom, but I you might get something fun from a craft or wood supply store? Hope this helps!
