This is moss. It can handle only occasionally light foot traffic. The toughest ground cover I know of is Mazus. You may want to consult a good local garden center to see what will do well under your conditions in your area. Beware of English ivy as it is toxic to dogs if ingested.

Will Irish moss grow in South Louisiana?
Irish Moss' To be successful, plant in a fairly cool / shady environment and make sure the soil is loose & well draining. In addition, make sure your irrigation is zoned specifically for the area's needs. Hope this helps, Drew Sivgals AMS Landscape Design Studios, Inc.
Irish Moss should be considered carefully. In S. Cal, pick a semi shady area, ensure good drainage, plant as tight as desired (it's not a fairly fast spreader), and mix with yournchoice of plants along the edges..
Irish Moss surrounds the limestone pads, small and medium Geraniums provide some alteration in leaf color, with the 'Heartleaf Geranium' being the purple flowering species (grows 3'-6') and there are also Lavender Dentata at the front right.
