This appears to be a flat roman shade with about 10" of fabric banded at the bottom and side. Note the seam visible across the bottom on the left side about 10" above. A standard roman shade would be straight across the bottom however you can see a little bit of fullness
fullness on the bottom of this so it is almost a swag shade. Likely this was custom made.
