Mint Design Looks like a multi directional paint and/or glaze technique to me but the only one who would know for sure is the designer, Purvia Padia Design. I suggest you contact her. If it is proprietary you can always hire her to do it for you, though many designers will not duplicate exactly what they have done for another client, perhaps something very similar. Good luck!
