The plant in the foreground is indeed Cyperus papyrus. It is an elegant, clump-forming reed that grows in water or moist soil and reaches 6’ - 8’ tall. There is also Cyperus 'Giant Egyptian' with larger hair-like umbrellas. Both are excellent for a bold architectural impact. Does well in pots.
