JSL Exteriors Landscape Design/Build Yes, that is an Ocotillo, native to the southwest and especially the low desert of Arizona where I took this picture. Ocotillo are also used as a dried branch arrangements for large pots. The canes are also used in rustic fences, but you need an awful lot of them to create and sort of distance.
The use of this style in a desert environment works well, since it makes more sense than say, a waterfall, in terms of the landscape and aesthetic. The staggered heights add a sense of depth, and the use of multiple bowls will enhance the soothing noise of the water.
The tall plant called Ocotillo (Fouquieria splendens). Supposed to be especially beautiful when in bloom and dried branches used in arrangements in large pots.
The fountain is made in Arizona,
