I'm pretty sure it's a succulent, possibly an Aeonium 'Sunburst' http://plantsafari.com/Catalog2/Detail/00037.html

On the original posting it says: "One of the popular variegated forms is called Aeonium decorum 'Sunburst'. Notice how this singular plant commands our attention, but also how it is complemented by narrow, small-leafed and trailing succulent forms. They seem happy to let the sunny Aeonium take center stage."

Debra Prinzing added this to Garden Design Essentials: Texture
Here's a textural explosion in a container garden, centered around the dramatic variegated Aeonium, a succulent that has a distinct, flowerlike arrangement. One of the popular variegated forms is called Aeonium decorum 'Sunburst'. Notice how this singular plant commands our attention, but also how it is complemented by narrow, small-leafed and trailing succulent forms. They seem happy to let the sunny Aeonium take center stage.

Botanical name: Aeonium sppCommon names: Aeonium, houseleek treeUSDA zones: 9 and up; hardy to 25 degrees Fahrenheit (find your zone)Water requirement: Low, but prefers more watering than most succulentsLight requirement: Full sun to partial shade (full sun in cooler climates)Mature size: Varies with speciesBenefits and tolerances: Soil tolerant; more tolerant of moisture than other succulentsSeasonal interest: Year-round; Aeonium are monocarpic, meaning they flower once, set seed and then dieWhen to plant: It's best to plant cuttings in fall; allow the stem end to become callousShown: A. 'Sunburst'

Aeonium (Aeonium spp) I think Aeonium has to be the winner when it comes to aesthetic diversity — with leaves ranging from pure black to colorful variegations, there’s an Aeonium for every taste. Its rounded leaves create a softer look than some of the other desert natives shown here. Aeoniums are native to the Canary Islands, and what they lack in cold hardiness, they make up for in soil and moisture tolerance. Aeoniums require a little more water than most succulents do, though they are still very drought tolerant. Consider interplanting them with other Mediterranean natives or grasses. Create a splash in seasonally planted pots. Tired of coleus and petunias in that pot on your front porch? Consider a large-leaved succulent such as this aeonium (zones 9 to 11) as an alternative. Your neighbors are guaranteed to notice.

onium is a genus whose species are prized as some of the most ornamental succulents, with foliage that ranges from vivid chartreuse to nearly black, and that's solid colored, banded or striped. The 35 species have distinct sizes and colors, with hybridization expanding varieties into the thousands. Aeonium are frost tender, preferring the mild Mediterranean climate of their native Canary Islands, but you'll find Aeonium to be more tolerant of soil and moisture than desert natives.
