There are what some would describe as " gadget-like" approaches to dressing this type of window arrangement. However, the time tested, classic and beautiful approach is to install drapery panels. Install your rod above the top window. 5 inches is a good distance, however more may be needed depending on the scale of the room. This particular rod was installed at 8" above the window.
